What’s with TraCen Cape May’s DEPOT program?

A Mr. Huggins contacted me prior to the weekend with a question on TraCen Cape May’s REBI/DEPOT program, something I can’t answer to. As such I’m putting this out to the masses to see if the community can answer it; Mr Huggins writes-

Could someone please explain the changes that have come down regarding the DEPOT program at Tracen Cape May, as [well] as how that now correlates with REBI. Over on [CoastGuard.org], we’ve been having a discussion and trying to advise some possible recruits, but the program is so new, nothing I can find on the CG website spells it out. The recruiters who frequent the boards on cg.org have been away, so any info would be appreciated.
